The policy brief examines the existing trends in the key areas of the Moldovan higher education system and demonstrates, based on existing and projected data, that the system is in sharp decline. The issues include the number of current and potential students; funding of education and research; competitiveness of universities; teaching and research capacity; financial management, human resources and academic autonomy. Rationalization, restructuring and modernization of the higher education system are three key policy measures necessary to ensure the long-term viability of the system.
